The present invention provides a method and apparatus for constructing concrete building units and a concrete mixture for use with such method and apparatus. A concrete mixture includes a defined combination of cement, sand, water, polystyrene beads, wire fibers or fiber mesh, and a conditioning concrete additive to provide free-flowing properties when wet and a stable, lightweight cured product.
